On April 22, a conference on poverty alleviation was held in Lincang City, Yunnan Province. The event was hosted by Minister of Education Chen Baosheng and attended by representatives from 59 MOE-affiliated higher education institutions and 10 MOE-affiliated agencies, including Zhejiang University, Huazhong Agricultural University, Sun Yat-Sen University, University of Electronic Science and Technology of China, China Agricultural University, China Pharmaceutical University, Huazhong University of Science and Technology, Renmin University of China and China Education Publishing & Media Group Ltd.
Chen spoke highly of the achievements made in the past year, and stressed the battle against poverty had reached a pivotal stage in 2019. He pointed out that to win this battle there were five steps to take:
First, gaining a deep understanding of the overall goals put forward by President Xi Jinping, i.e. to ensure that “poor populations have access to adequate supply of food and clothing, receive basic medical services and enjoy adequate housing, and that children from poor families are guaranteed access to nine-year compulsory education”.
Second, setting goals to “guarantee access to compulsory education” as an MOE priority, and introducing matching targeted measures, including conducting surveys on students dropping out of school in poverty-stricken areas, building a database of registered students from poor families, and making efforts to reduce dropout rates.
Third, dispatching high-caliber staff from MOE-affiliated entities to work in poverty-stricken areas, to build support and resource capacity.
Fourth, accepting inspection of the Central Leading Group for Inspection Work, and making improvements in the light of its requirements and recommendations.
Fifth, ensuring effective follow-up on poverty alleviation efforts, including further refinement of related policies and continuing efforts to keep people permanently out of poverty.
Currently there are 44 MOE-affiliated higher education institutions appointed by the Central Government to undertake poverty alleviation actions at different fixed points nationwide. There are also 15 MOE-affiliated higher education institutions and 11 MOE-affiliated agencies assigned with poverty alleviation tasks in the west part of Yunnan Province.
